The proposed State 5 lies in Terai, locally known as Madhesh. It comprises of 12 districts and is the fourth largest state by population and also economy.
Among the 20 districts in Nepal with the highest per capita income, State 5 has only one of those 20 districts, namely Rupandehi. Agriculture and forestry, wholesale trade, real estate, transportation, and construction are five of its largest sectors that support the economy.
For calculation purposes, both Nawalparasi and Baglung are included in state 4. This is because the data is available for the entire distict, not proposed partial districts.
